Marsham Parish Council

Parish Clerk & RFO - 4 hours per week

The role involves working 4 hours per week, flexibly, including attendance at the monthly Parish Council meetings and Annual Parish Meeting, with occasional extraordinary meetings as required.

We are happy to look at a locum or temporary appointment for the right candidates, but would obviously prefer a long-term appointment.

Duties will include, but are not limited to:

  • Arranging, and participating in council meetings, drafting agendas, and recording minutes
  • Maintaining and updating Council records and documents
  • Executing decisions made by the Council
  • Handling all incoming correspondence, including telephone calls, letters and emails
  • Distributing pertinent information to Councillors
  • Serving as the accountable Financial Officer, overseeing and reporting on the Parish Council’s finances, including the annual budget, settling bills and invoices, reclaiming VAT, running the Clerk’s payroll, preparing accounts for annual audit and submission of the AGAR form.
  • Collaborating with both internal and external auditors
  • Preparing financial reviews against budget
  • Collating, monitoring, and reporting on grant and funding opportunities.
  • Acting as the Council’s Data Protection Officer
  • Monitoring Statutory Consultee planning applications and responding to the LPA
  • Coordinating with District and County Councillors
  • Providing advisory support to the Council
  • Attending training when required

Applicants should be ideally be CILCA qualified, although the Council will sponsor the successful candidate through this if they don’t hold it.

They will need good organisational skills and attention to detail and be able to manage multiple tasks across varying deadlines.

Strong communication skills and the ability to ‘get on’ with a wide variety of people, with the ability to work independently and proactively. Strong Word, Excel and Outlook skills are a necessity.
